Data Integrity Framework

How exchange-rate data is sourced, processed, published, and disclaimed on CAMBODIA EXCHCHANGE. Written for auditors, accountants, compliance officers, and any user relying on these figures for filing-grade work.

1. Data Provenance

All exchange-rate values published on this website mirror the official daily bulletin of the Ministry of Economy and Finance of the Kingdom of Cambodia (MEF), retrieved through the Ministry's public real-time exchange-rate API at data.mef.gov.kh. The MEF figures are themselves coordinated with the monetary framework administered by the National Bank of Cambodia (NBC).

We apply no downstream modifications to the underlying rates. Specifically:

  • We do not apply spreads, margins, or commercial mark-ups.
  • We do not interpolate between published values.
  • We do not average across providers or blend in third-party FX feeds.
  • We do not round beyond the precision returned by the upstream source.

The bid, ask, and average columns shown on the rates table correspond directly to the fields published by the MEF for the relevant currency and valuation date. Where the MEF does not publish a value for a given currency on a given date — for example, on a weekend, public holiday, or service interruption — the field is rendered as empty rather than substituted.

2. Processing, Caching, and Synchronization

2.1 Sync schedule

The system is synchronized to the working rhythm of the Cambodian banking sector. The primary refresh window aligns with the publication cadence of the MEF and the operating hours of Phnom Penh commercial banks (Monday to Friday, Indochina Time, UTC+7). New daily values typically become available in the early morning local time and are reflected on the site shortly thereafter.

2.2 Caching layer

To preserve upstream API capacity and to deliver a consistent user experience, responses are cached at the edge. The cache key is composed of the currency identifier and the valuation date, which guarantees that two users querying the same currency on the same date see byte-identical figures. Cache entries are invalidated automatically when a new MEF publication is detected for that date.

2.3 Timezone sanitization

All valuation dates are normalized to Indochina Time (ICT, UTC+7) before display, regardless of the user's browser locale. This eliminates the common error in which a rate published on, for example, 27 May in Phnom Penh appears as 26 May to a user located west of UTC. Date selectors throughout the application operate in ICT.

2.4 Failure modes

If the upstream MEF endpoint is temporarily unavailable, the application serves the most recently cached value and surfaces the original publication date so that users are never shown an undated figure. We do not fabricate, project, or extrapolate replacement values.

The data and tools made available through CAMBODIA EXCHCHANGE are provided for informational and general accounting-assistance purposes only. They do not constitute, and must not be relied upon as, professional tax, legal, accounting, customs, or investment advice.

While we mirror the MEF publication faithfully and apply the controls described above, users remain solely responsible for verifying any figure before using it in:

  • statutory tax filings submitted to the General Department of Taxation (GDT);
  • high-volume customs declarations lodged with the General Department of Customs and Excise (GDCE), where duty, special tax, and VAT calculations compound on the declared CIF value;
  • audited financial statements, including month-end and year-end FX revaluation;
  • legal contracts, court submissions, or any document with binding financial effect.

For such uses, the authoritative reference remains the official MEF daily bulletin for the relevant valuation date. Where the operation is material, users should additionally consult a licensed Cambodian tax advisor, chartered accountant, or licensed customs broker.
